City agrees to work out non-binding agreement to explore ideas being floated by Modern Construction
A local developer envisions adding high-density, market-rate housing as part of a mixed-use development for downtown Elk River, and to do it he wants to acquire city-owned land currently used for parking.
He asked Elk River City Council members in a work session for time to explore his ideas and come back with a comprehensive proposal, and he got majority support to do that — provided his efforts didn’t bind the city to moving ahead if it decides against it.
