Housing and Redevelopment Authority

The Housing and Redevelopment Authority (HRA) is a public corporation empowered to undertake certain types of housing and redevelopment projects. Projects may include such activities as planning, acquisition, clearance, rehabilitation and construction for the provision of safe housing for persons of low and moderate income. Projects may also include the improvement of stagnant and underdeveloped land.


The HRA meets on the first Monday of each month at 5:30 p.m. The HRA is comprised of one council member and four citizens. The term of office is five years.

Joint Finance Committee

The Joint Finance Committee provides the EDA with a technical and politically neutral analysis of applications including microloan, tax abatement, and tax increment financing applications. They meet as needed on the last Tuesday of the month at 7:30 a.m. 

The Joint Finance Committee is comprised of nine members: two EDA commissioners , two HRA commissioners, and five at large members representing various constituencies, including banking, real estate, law, and the general community. Current members are:
